Even Kohchade's appointment under suspicion in roster scam

NAGPUR: In an interesting development in the roster scam which had stalled all appointments in Nagpur University, a probe panel led by general administration department (GAD) officer SG Kedare has reported that even the appointment of Yadav Kohchade, prime accused in NU's fake marksheet and revaluation scam, was 'suspicious'.
A copy of the report in possession of TOI stated that Kohchade's appointment on the post of assistant registrar made on October 11, 1994, was under cloud of suspension as tampering was clearly visible in front of his name in job manuals better known as roster. Like Kohchade, the panel pointed out similar illegalities in the appointments of many other officials in the non-teaching category from the reserved category.
The Kedare panel was set up to probe the alleged irregularities first exposed by TOI on March 19, 2009. It has exposed that NU flouted all rules and regulations while making appointments. The posts for reserved category were also not filled up as per rules and even open category candidates were deprived in the process. Taking strong objection on tampering in roster, the GAD teamblamed NU officials for the entire mess. After the issue was raised in legislative council by BJP president Nitin Gadkari, leader of opposition Pandurang Fundkar and MLC Ashok Mankar, then vice chancellor SN Pathan constituted a panel, led by retired Bombay High Court judge GG Loney on June 26, 2009, which too confirmed the irregularities later.
The Loney-panel report also in possession with TOI, had passed several strictures against NU's Finance and Accounts department for not co-operating with them and even blamed them for delay in the probe. It was supposed to complete the probe in three months, but it took them over one year and six months to finally submit the report to VC Vilas Sapkal on January 5.
The HC judge blamed NU finance officers led by finance and accounts (FAO) officer Puran Meshram as carrying "adamant attitude". "It is therefore obvious that non-cooperation and adamant attitude of the finance department has been responsible for delay in submission of this report," the report stated.
"Till today, the finance department didn't pay the arrears of travelling expenses of panel members from Pune. Therefore, they couldn't travel to Nagpur. It was also brought to the notice of VC that sitting fees of panel members although stationed by then VC had not been paid so far, which was surprising," Loney lamented.
The report further informed that NU had planned to send its former deputy registrar (BC Cell) BS Rathod to take signatures of other two members - Pune University official NM Kadam and former VC of Aurangabad University KP Sonawane - but finance department failed to sanction his to and fro tickets.
